Attempting to merge two AP suppliers fails:

ERROR:

APP-SQLAP-97418 You cannot merge this supplier because the supplier has been used in Oracle Projects Budgets

when the supplier to merge has been used in Oracle Projects and Budgeting.

This is expected behavior per documentation, Note 1297724.1 R12: AP: Why Supplier Merger Process Are Getting APP-SQLAP-97418?

The supplier used to merge the data into was Not used in Oracle Projects and Budgeting. Is it possible to workaround this situation then?
