ECCv3 PatchEccFiles.pl Failed With HTTP Status: 409 For All Modules

Symptoms
On : 12.2.5 version, MICC Transfer to TSC
When attempting to Install Oracle Enterprise Command Center Framework, the following error occurs.

Please check the log: import_20190909192240.log in ECC instance for error details

When i look at the import_20190909192240.log where ECC instance is running
Caused by: javax.persistence.PersistenceException: Exception [EclipseLink-4002] (Eclipse Persistence Services - 2.7.3.v20180807-4be1041): org.eclipse.persistence.exceptions.DatabaseException
Internal Exception: java.sql.SQLSyntaxErrorException: ORA-00904: "T3"."TEMPLATE_TYPE": invalid identifier
