Referenced RMA Didn't Take Original Sales Order's Periodic Cost But Current Periodic Item Cost (Doc ID 2588333.1)

Symptoms

On : 12.2.7 version, Inventory Costing

ACTUAL BEHAVIOR
---------------
RMA receipt took the current periodic item cost instead of its referenced sales order's periodic cost.

EXPECTED BEHAVIOR
-----------------------
It should take the same cost as its referenced Sales order issue transaction.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into OM responsibility
2. Find a sales order with line type of "Line Flow - Generic, Bill Only with Inventory Interface" in previous periods, then do an RMA receipt based on it.
3. receive the RMA receipt and then run PAC processes.
4. The RMA took the current periodic item cost rather than the original sales order issue's periodic cost.
