Expense Workflows are struck.

In the Workflow monitor, the below error can be seen

ACTIVITY_STATUS=ERROR,ACTIVITY_RESULT_CODE=#STUCK

on the workflow activity

Retrying these workflows, does not help. It still ends up in the same error on the same activity.
