R12: ORA-06510 ORA-06512 APPS.PA_FP_GEN_FCST_AMT_PUB Error when Using Apply and Generate Amounts Option when Generating a Forecast

Symptoms
When generating a forecast, the following error is received:

The workaround documented in Bug 5086592: R12.PJ:XB2:QA:CERT: FOREACST GENERATION ERRORING OUT WITH ORA-01403 did not work:
This issue is reproduced only when, you create a forecast version and on create version page select Apply and Generate Amounts. Then on the Generate Forecast page, on clicking generate and edit, for the first time, the error is shown. But on subsequent clicking on generate and edit button again for the same version, the error is not thrown and ETC is generated successfully.
There is a work around to avoid this error:
While creating a forecast version, select apply and edit forecast instead and from the edit forecast page, navigate to the generate forecast page and then try to generate the ETC. In this flow, no error is shown at all.
