Service Request Owner Is NULL When Service System Parameter "Service Request Operating Unit (MOAC)" Is Enabled (Doc ID 2588537.1)

Symptoms

When Service System Parameter 'Service Request Operating Unit (MOAC)' is enabled, the Service Request Owner LOV is NULL.

Steps:

In Service System Parameters page > Standard Security:

* Scenario 1:
        - Service Request Type Security                 => checked
        - Service Request Operating Unit (MOAC)  => unchecked

     => Result: SR Owner LOV shows values (Type: Other, Employee)

* Scenario 2:
        - Service Request Type Security                 => checked
        - Service Request Operating Unit (MOAC)  => checked

     => Result: SR Owner LOV is empty.

Due to this issue, users are unable to assign Service Request if the MOAC option is enabled.
