Requisition Is Not Creating For ATO Model Drop Ship Process

On : 12.2.7 version, Transaction Entry
ACTUAL BEHAVIOR
---------------
Requisition is not being created during the ATO Model Drop Ship Process.
The Line status of the Config Item is changing from Supply Eligible to Awaiting Receipt.
EXPECTED BEHAVIOR
-----------------------
Config Item should be in status of: PO-REQ Requested and after the Requisition Import is run, the line status should be PO-Req Created.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Via the Order Management Responsibility.
2. Navigate: Orders, Returns > Sales Orders
3. Create new Order, with ATO Model Line
4. Go to Configurator, select Line, and return to Sales Order.
5. Do Actions > Progress Order.
Lines are at:
1.1 BOOKED
1.1..0 Supply Eligible
1.1.1 AWAITING_FULFILLMENT
1.1.2 AWAITING_FULFILLMENT
6. Leave the Sales Order form
7. Run the Work Flow Background Process
Go back into the Sales Order, and the Lines are at:
1.1 BOOKED
1.1..0 AWAITING_RECEIPT
1.1.1 AWAITING_FULFILLMENT
1.1.2 AWAITING_FULFILLMENT
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot progress the Drop Ship Orders.
