Business Events Are Not Firing (Doc ID 2588746.1)

Goal

We have created a custom table to store these transactions data. I have created subscriptions for below three business events.

oracle.apps.wip.job.material.transact
oracle.apps.wip.job.assembly.move
oracle.apps.wip.job.assembly.complete

How come when I create a discrete Job and complete the job, these custom events are not getting fired and I am not seeing the data in the new custom table?
