Symptoms

Problem Statement:

Employees who have zero hours (Daily Teachers, Casuals) are being reported as band A on RTI - Full Payment Submission Process (FPS) 2019/20. These employees have no fixed hours and consequently should be reported as band E accordingly to GB_RTI_HOURS_BANDING.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigator 'UK HRMS Manager' Responsibility
2. Processes and Reports -> Submit Processes and Reports ->Single Request
3. Run RTI - Full Payment Submission Process (FPS) 2019/20 process
4. The following issue occurs: the employees who have zero hours are being reported as band A and not on band E
