Suppliers Locked Out Of A RFQ Are Receiving Email Notifications (Doc ID 2589328.1)

Actual Behavior
Locked out suppliers are receiving email notifications when amendments are created.

Expected Behavior
Locked out suppliers do not receive email notifications.

Steps to Reproduce

  1. Login as Buyer user and select Sourcing Super User responsibility.
  2. Create RFQ and add suppliers.
  3. Submit for approval.
  4. Login as approver and approve.
  5. Login as buyer and publish.
  6. Login as supplier.
  7. Invitation email is received and accept invitation.
  8. Log back in as buyer and monitor Supplier Activities then click Go button.
  9. Lock the supplier out.
  10. Receive Warning: "This action will block access to the RFQ for all users for ####".
  11. Click Yes to continue.
  12. Create Amendment and click Go button.
  13. Add Attachment and Submit for Approval.
  14. Login as approver and approve.
  15. Login as buyer and Publish.
  16. Login as supplier - there is not worklist notification, however the email is received.
