Field Service - Scheduler Rule Dashboard: Information On 'Prefer Skilled Resources' and Territories (Doc ID 2589732.1)

Symptoms

(R) Field Service Manager
(N) Field Service Setup > Scheduler Rules

Given the following parameters Scheduler Rule Dashboard:

  . Prefer Contract Resources   = No
  . Prefer IB Resources             = No
  . Prefer Territory Resources   = Yes
  . Prefer Skilled Resources      = Yes

With regard to "Prefer Skilled Resources" it only assigns a Task to a Technician when the skill set is matched.
Otherwise, it will reject the task and the rest will be ignored by Scheduler.

Expected Behavior:

Tasks should be assigned to skilled Resources first based on skills matching with Task, and then remaining tasks should be assigned to any technician within the Territory.
