PDS Handshake 2 - Error when file has multiple lines from different agencies

Problem Description
---------------------------------------------------
When a file is submitted for the PDS Handshake 2 funds certification process, if the file contains lines from multiple agencies or lines from an internal agency and a external agency, a Severe error is encountered, and the following error is being generated.

java.sql.SQLException: ORA-01403: no data found ORA-06512: at line 1

This process is needed to complete processing and produce a more meaningful error message.
