No data found Error in India Form 12BB Report (Doc ID 2590774.1)

Symptoms

When attempting to generate Form 12BB for public sector employee with Landlord Information
the following error occurs.

ERROR

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-01403: no data found
ORA-06512: at "APPS.PAY_IN_TAX_DECLARATION", line 11485
ORA-06512: at line 1

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Perform tax declaration for public sector employee
2. Try to view form12BB using employee self service
