Symptoms

Actual Behavior
Every year, an Unrestricted life event is assigned to Ex-Employees.
 

Expected Behavior
Unrestricted events should not be assigned to terminated persons.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Maintain Participant Eligibility and Recalculate Participant Values jobs run nightly.
2. Persons who have been terminated are being picked up by these jobs and given an opportunity to enroll in benefits.
     - These employees were noted to have a Final Process Date on file, and Terminate Assignment row was end-dated.
