Sales Order Form is out of Sync with Customer Account when Search by Phone Number (Doc ID 2591267.1)

Symptoms

ACTUAL BEHAVIOR
Find that when Searching customer by Phone Number it does not bring all customer accounts and addresses

EXPECTED BEHAVIOR
Expected is that all customer be returned by the query

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Order Organizer > Open Sales Order Form
3. Go to Customer > Find Customer
4. Type phone number
5. Phone Area Code = 555  ***This is not a real area code and is used for example only
  Phone Number = 123456  ***This is not a real number and is used for example only
6. Hit Find
7. Hit OK
