Symptoms
Randomly when trying to restart any of the managed services in EBS 12.2, managed services giving the below exception before starting the services

starting oacore_server1
"sys-package-mgr can't write index file"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into EBS as the OS owner of the application
2. Go to $ADMIN_SCRIPTS_HOME and try to start the oacore managed server
3. Exception "sys-package-mgr can't write index file" is seen before starting the managed server
