Symptoms

Problem Statement:

RTI Assignment Aggregation updated incorrectly, when updating any information in person form.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Using 'UK HRMS Manager' Responsibility
2. Update People -> Additional Personal Details DFF
3. Check Assignment -> Others -> Extra Information -> RTI Assignment Aggregation
4. Wrong line created
