Does Oracle Business Network (OBN) Require URL to be SSL URL? (Doc ID 2591711.1)

Goal

When using Oracle Business Network (OBN/OSuN/OSN) and have an Oracle XML Transport Agent Delivery Method and can successfully send POs to the Vendor.  But when associating this Delivery Method to an Inbound PO Acknowledgment Message and Inbound Invoice, there is error message OXTA-4200 Incorrect URL Format Error.

When performing a Self Test Connectivity Tests the following message is displayed: 

Invalid URL. Please check the spelling of the URL. Only https URLs are supported.

Does OBN require the URL for Oracle XML Transport Agent Delivery Method to be a SSL URL?
