Symptoms

ACTUAL BEHAVIOR
---------------
Personal competencies are not added or updated when manager updates the competency level in the competency update notification

EXPECTED BEHAVIOR
-----------------------
Personal competencies should be added/Updated when manager updates competency level and approve.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add the course level competency
2. Enroll the learner, attend the course
3. After course completion Manager will receive the notification for competency update.
4. Manager will update the competency (Increase the competency level) and approve
5. Personal competencies are not updated
