DNB: Customer Name (Party Name) Can Not be Updated After Applying Patches 28926176 And 29330766 (Doc ID 2592507.1)

Symptoms

On : 12.1.3 version, Third Party Data Integration

The party name (customer name) cannot be changed after patch 28926176 or 29330766 has been applied.   

The User should be able to change the party name if Single Source Of Truth SST --> User Overwrite Rules is set as:
User Entered can overwrite DNB for ATTRIBUTE : Organization Name / Phonetic Organization Name

STEPS:

The issue can be reproduced at will with the following conditions:
1. Before Patches 28926176 and 29330766,  Users are able to modify the party name even if the party has been enriched via DNB (Dun and Bradstreet)
2. Once Patch 28926176 or 29330766 are applied,  the user can not modify the party name  (customer names) that has been enriched via DNB.
3. Users are NOT able to modify the party which has been enriched via DNB although the override rule is setup to allow party name changes.
