ACTUAL BEHAVIOR
---------------
An RTF template which formats a date field as YYYY/MM/DD outputs the correct format mask for all possible file extensions except for Excel.
For Excel, the local/default locale takes over.

EXPECTED BEHAVIOR
-----------------------
It should output in Excel as the custom formatting YYYY/MM/DD

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open date_formate_v3.rtf in BI Publisher Desktop.
2. import data_file.xml as the sample data
3. Output to PDF/RTF/DOCX/PPT and notice the date format is YYYY/MM/DD
4. Output to Excel and notice the default locale was used instead (MM/DD/YYYY).
