On : 12.2 HRMS RUP 11 version, Learner Component

ACTUAL BEHAVIOR
---------------
Employee Photo and Picture does not show in LMS & Talent using IE after applying Patch.29278453:R12.PER.C

EXPECTED BEHAVIOR
-----------------------
All photos will be displayed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Learner Self Service
2. Open a course
3. Picture is not displayed.
4.Review the learner profile and the employee picture is not displayed either in IE.
