Benefit Element Amounts Are Changing After Salary Change Life Event

On 12.1 HRMS RUP11 version, General Setup / Configuration
Benefits element amounts are changing after Salary Change life event.
Benefit Service Center rates panels show correct amount.
The issue is not why the one pay period is changing.
- It is understood that this is due to the per pay period rounding to get to an annual amount evenly.
The issue is why the element is triggering in the first place where is no rate change.
Expected results would be for no element trigger at all.
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Salary change life event is processed in Benefit Service Center
2. Navigate to Person Assignment Form > Entries panel
Original amount = 23.93
3. Following life event processing, amount in Entries panel changes to 23.85 for one pay period
Then the element amount goes back to 23.93
