OIC - Plan Updates Not Feeding to Rep Level

When changes are made at a plan level, such as updating a quota factor, or rate table, the changes made do not carry down to the resource level, even though the change is reflected at the plan level.
Despite completing the plan, load/calcs, the resource will still have the outdated data listed at their level, which can lead to incorrect calculations and payments.
