Symptoms

Non-HR Business Views are returning data outside of the responsibility that
they are being run against.
There are 2 business groups each with their own organizations.
Each business group is accessed via a separate responsibility.
In Discoverer, the user signs on to one of those responsibilities but can see
invoices raised against organizations that are under the other business group.
