On : 12.2.3 version, RFQs and Quotations

Why items that are not assigned to an inventory organization are allowed to be assigned to a quotation?

Items which are not assigned to the associated inventory org should not be assigned on quotations.

Is there a set up in inventory or purchasing to precluded this feature?
