ACTUAL BEHAVIOR
ATO Config Item Trying to create a Work Order when ATO Flag unchecked

EXPECTED BEHAVIOR
Expectation in OM Process:
When user chooses Option A, we expect the order line to go to awaiting shipping, not create supply, as we have stock on hand already.
When user chooses Option B, we expect the order line to go to a supply node (like create WIP job or IR or PO).

Issue Description:
We are finding we cannot meet this scenario, where the OM line workflow consistently tries to create a supply order even though the config item is marked as “assemble to order” (REPLENISH_TO_ORDER_FLAG) as No.
Because of this, even though we have stock on hand, new supply orders are getting created.

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: For a specific ATO Model, we keep stock on hand for certain final configurations, but not all.
For example
Base Model: Oracle123 (for example)
Match Configuration: Enabled
Option A – Keep stock on hand as we make/sell these most of the time
Option B – Make to order, we do not sell these often.
