PDS - Unable to Modify CLIN Between Need By Date and POP
Problem Description

A PDS modification file is received to change from using Period of Performance dates on a CLIN to using a Need By Date. Currently, when this occurs the PDS interface errors out - "If Period of Performance Start Date or Period of Performance End Date is entered, then Need-By Date should be null.
