On :  12.1.0.2 version, 

Failed to decrypt UPK web configuration

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Open a command prompt on the Web Server where UPK is installed

2. Change the location to   C:\Windows\Microsoft.NET\Framework64\v4.0.30319

        Start run >cmd > cd C:\Windows\Microsoft.NET\Framework64\v4.0.30319

3. Run the following command:

        aspnet_regiis.exe -pd "connectionStrings" -app "/ODSContent12"
