Business Classification Recertification Notification Sent to all vendors

Information in this document applies to any platform.
On iSupplier Portal 12.2.4 Business Classification re-certification notifications are sent to all vendors even though they don't have business classifications assigned to them.
The notifications should be only be sent to vendors who have a business classification assigned to them.
The issue can be reproduced at will with the following steps:
1. Set profile option Business Classification Re-Certification Notification Reminder days to 1
2. Set profile option Business Classification Re-Certification Period to 1
3. Set expiration date for business classification for a given supplier
4. Notification is sent to all vendors.
Due to this issue, contacts are getting notifications even though they don't have a business classification assigned to them.
