When attempting to process a life event, the following error occurs:

APP-BEN-91272: There is no date-effective PER_IN_LER record for the Person and Life Event specified.

This error has occurred in the following package: ben_close_enrollment.close_single_enrollment.

The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Managers.
2. Navigate to People > Benefits Service Center and query the employee in question.
3. Attempt to process a life event.

Error occurs.
