Cancellation Information Sent via XML Workflow Fails With Error ORA-00060 (Doc ID 2598371.1)

Symptoms

Problem Statement

If Cancel PO with Communication method 'XML', POAPPRV WF going into the error:

Failed Activity Set XML Event Key
Activity Type Function
Error Name -60
Error Message ORA-00060: deadlock detected while waiting for resource
Error Stack Wf_Engine_Util.Function_Call(PO_XML_DELIVERY.setXMLEventKey, POAPPRV, 3423634-483219, 321672, RUN)

Steps to reproduce

The issue can be reproduced at will with the following steps:

  1. Buyer Work Center -> Orders
  2. Select one approved PO and cancel it
  3. PO was cancelled
  4. XML was not sent to supplier,the error message is displaying in Administrator Workflow -> Status Monitor
