R12:OIE Attachments Not Working with IOS Expense Mobile App and IOS 13 (Doc ID 2599977.1)

Symptoms

(i) on iPhone running IOS 13
(ii) start IOS Expense Mobile App v6.1.9
(iii) enter one expense line
(iv) click attachment icon to add image to expense line and navigate to Photo Album , and select image
(vi) app freezes and is unresponsive - there is no way to use the image, user needs to doubleclick iPhone Home button and manually kill the app

Note, this issue only happens in iPhones that were upgraded to iOS 13. The issue does not happen in iPhones using iOS 12.

 iPhone was upgraded to IOS 13
