OTL Timekeeper Form Submit Button Calling Wrong Time Entry Rule (Doc ID 2600147.1)

Symptoms

On : 12.2.7 version, Time Entry

ACTUAL BEHAVIOR
---------------
OTL Timekeeper form Submit button calling wrong Time entry rule
E.g:
Timekeeper form created for two different Operating unit and we have different Preference node for these two Operating unit.
 BUT when we enter time for Europe Employee using Europe Responsibility it's calling US time entry rule.

EXPECTED BEHAVIOR

When I submit timesheet from US responsibility, US time entry rule should fire
and for Europe, EU time entry rule should fire.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Responsibility:CDMS TL Timecard Manager - EU CONPreference:

2. Create timecard using Timekeeper entry form.
Employee:  xxxx Emp#: xxxxx Project: xxxxx   Task: xxxxxxx
System Allow to save timesheet. Status is now “Working”

3. Click “Submit Selected Lines” .Timesheet is getting into error.
Error Message:
Error: You are not able to submit the timesheet because you are attempting to use PTO, Sick/Frozen Sick Leave that exceeds your balance.

4. Timekeeper form calling fast formula to validate PTO balance.
Also the message being displayed here is of one fast formula calling in US time entry rule. Not for Europe. No connection of this validation with Europe setup.
