DIF: Oracle Ribbon Menu Is Not Showing Sometimes (Doc ID 2600318.1)

Goal

When testing a custom integrator, if Multiple users download a DIF using the same custom integrator, although they see no error, the following issue was observed in many users' desktops:

1. Oracle ribbon did not show, but instead there is Add-Ins menu (old menu).
2. Oracle ribbon showed, but inside Oracle ribbon, there is NO icon.

This issue is occurring to not just one custom integrator.

Steps to reproduce:
      1. Login and select Desktop Integration responsibility
      2. Create a document and select custom integrator to download

WORKAROUNDS:
None.

Can do below action to make Oracle ribbon show with icons.

For (1) above, the Add-Ins -> Upload can upload without error, but Add-Ins should not be shown, only Oracle ribbon should show up.

For (2) above, since there is no icon in Oracle ribbon, if a document is created again using the same custom integrator to download the document, the Oracle ribbon shows with icons.
