R12: CE: Cash In Transit Report As Of Date is Not Displaying Payments

Goal
Running the Cash in Transit Report with the As of Date does not show those transactions that were NOT cleared prior to the As of Date.
STEPS
1.) Applied the later version of the Cash in Transit Report in R12.2.8 Instance, CEXCSHTR.rdf 120.26.12020000.8.
2.) Ran the Cash in Transit Report with the "As of Date" after the "Creation Date" but prior to the "Clearing Date", expecting to see those Transactions that were not Cleared as of this Date.
For Example
Cleared Checks on Date = 10/1/19.
Run the Cash In Transit Report with As of Date = 9/30/19.
Expecting to see the Checks and the Amounts listed on the Cash in Transit Report that were Cleared on 10/1/19, because as of 9/30/19 they were not yet Cleared.
These Payments do not appear, as they were once were in older versions of the Report as in R12.2.3.
