On : 12.2 version, Upgrade related issues: canadian french online help patch is failing

The issue can be reproduced at will with the following steps:


adop phase=apply patches=10201000_FRC:u10201000.drv options=nocopyportion,nogenerateportion,forceapply hotpatch=yes

Due to this issue, users cannot apply help patch for FRC.
