RTI Sent Flag is Unchecked Each Time a Change is Made to a Person Record (Doc ID 2601141.1)

Symptoms


Problem Statement:
The RTI Sent flag check box is checked through API as part of data migration for the existing employees. When a change is made to the Person record, e.g when country of birth is updated, RTI Sent Flag is getting unchecked.


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Using 'UK HRMS Manager' Responsibility
2. RTI Sent Flag check box is checked through API as part of data migration for the existing employees.
3. Update country of birth for an employee
4. RTI Sent Flag gets unchecked
