Observe that the Shipping Inbound Transactions are consuming all the cursors.
It appears to be caused by the business event:  oracle.apps.wsh.line.gen.readytorelease.
This results in the following error:

msg=ORA-01000: maximum open cursors exceeded

Issue was logged with the Worklfow team where the Agent listener Service goes down and the error is showing Max Cursors Reached.
Patches in place for this, but the issue still happens quite frequently.

Workflow team requested an Event Trace for when ORA-01000 happens and identified the following: oracle.apps.wsh.line.gen.readytorelease

The trace file shows the following:
2019-04-04 09:56:17.553412*:82B26BF4:sql_mon_query:keswx.c@2840:keswxWriteEndInfoToStream(): done writing error info: code=1000 fac=ORA msg=ORA-01000: maximum open cursors exceeded
ORA-06512: at "APPS.WF_EVENT_OJMSTEXT_QH", line 1103
ORA-06512: at line 1

The issue cannot be reproduced at will.
