Punchout Errors Out As The Supplier Did Not Provide A Description For An Item (Doc ID 2601359.1)

Symptoms

On Release 12.1.3 version, Punchout to Supplier or hub

When attempting to punch out to the Supplier: ###### Site and select an Item the following error occurs.

ERROR:
The supplier did not provide a description for an item.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Sign on to EBS Application
2. Select Responsibility: iProcurement
3. Navigation: iProcurement Home page ->> Shop Tab ->>
4. Stores: Double Click: "######" ->> Connects to Supplier Site ->>
5. Select: Item: ############>> QTY = 1 ->>
6. Click: "Submit Order" ->>
7. Receive Error: The supplier did not provide a description for an item

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot complete their Punch out order without Error.
