The Process Manufacturing Make to Order concurrent request to create a batch from a sales order has the following error:

ERROR

 Message from Create_Batch API is No validity rules exist for validity rule specified criteria.
GME_MAKE_TO_ORDER_PVT.create_batch_for_order_line Batch No from Create_Batch API is
sqlcode : 1
sqlerr : User-Defined Exception

The issue can be reproduced at will with the following steps:
1. Responsibility: Production Supervisor
2. Submit the Process Manufacturing Make to Order concurrent request
