IE Pay: IE New Lookup RPN Report Does Not Pick New Employees Rehired On a New Payroll (Doc ID 2603496.1)

Problem Statement:

IE New Lookup RPN does not pick employees that are terminated and then rehired on a new payroll.



Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Terminate the employee.
2. Rehire on a different payroll.
3. Run IE New Lookup RPN report.
4. Check Employment ID tab.
