On : 12c version, MICC Transfer to TSC


On logging in to xmlpserver page,  getting the following error in Oracle BI Publisher 12c:

While login is successful into weblogic console. 
How to reset the Siebel Web Service endpoint URL in this condition.

Caused by: oracle.xdo.security.ValidateException: java.net.ConnectException: Connection refused (Connection refused)

The issue can be reproduced at will with the following steps:
1. logging in to xmlpserver page
2. Getting the error in Oracle BI Publisher 12c
