Payroll Archiver (International Payroll) is not archiving all the element classifications and hence expected data is not shown in Payroll Register Report (International Payroll) (Doc ID 2604430.1)

ACTUAL BEHAVIOR
---------------
Business group setup is with MY legislation.

There are elements defined with Primary Classifications which are non-existent in international payroll. Like for example, 'ORDINARY EARNINGS'.

The elements are not getting reported in Payroll Register Report (International Payroll).

EXPECTED BEHAVIOR
-----------------------
Payroll Register Report (International Payroll) should show earnings, deductions, and net pay.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as HRMS Manager responsibility.
2. Process Payroll Run, Prepayments, Direct Deposit (International Payroll) & Payroll Archiver (International Payroll)
3. Submit "Payroll Register Report (International Payroll) "
4. All elements are not shown in the report.
