Why Is RMA Not Requiring Return Reason On The Order Header Screen? (Doc ID 2604821.1)

Goal

If user creates a transaction and chooses RMA transaction type, the return reason is not being required on the header screen.

They can move on to the lines without it being required. The return reason is being required on the lines but we would like it to be required on the header and then flow down to the lines.

The field on the header screen is in yellow as if it's a required field, but is not giving any error messages.
