New Laptops / Office365 Cannot Publish Report Manager FSG Excel Output

Symptoms
Users have new laptops with Office365 32-bit /Office365 64 -bit
No user is able to publish FSG reports IN REPORT MANAGER in Excel output format.
Users are getting multiple Errors regarding Active x and Visual basic Project.
Eg: "Programmatic Access to Visual Basic is not Trusted"
The Trust VB checkmark is checked.
Users are able to publish reports in both PDF and HTML.
Changes
New laptops with Windows 10 OS were issued.
