ADOP Errors While Applying Patch 22223199.R12.PO.D - Compilation errors on ""PO_LINES_SPECIAL" and "PO_SHIPMENTS_C8" occuring

Symptoms
On : 12.2.4 version, Patch Application Issues are occuring when applying Patch 22223199.R12.PO.D
When attempting to run apply phase of the adop, the following error occurs.

cannot load library unit APPS.PO_PDOI_TYPES (referenced by APPS.PO_SOURCING2_SV)
