Symptoms
When attempting to create transfer request the following error occurs:

oracle.apps.fnd.framework.OAException: Message not found , Application: FND , Message Name: FND_VIEWOBJECT_NOT_FOUND. Tokens: VONAME = IADTL10017; APPLICATION_MODULE: oracle.apps.ia.requests.transfer.server.RequestRootAM
STEPS

The issue can be reproduced at will with the following steps:
2. Open the iAssets Home page.
3. Search for asset.
4. Click 'Create Transfer Request'.
5. Enter the transfer details.
6. In the Review page, click Submit. The request is created and submitted but the screen shows the error.
