Symptoms
On : 12.1.3 version, ATTACHMENTS/ EXPORT
Error creating attachments through API: FND_WEBATTCH.ADD_ATTACHMENT
When creating AP Invoice Attachments or type "Web Page" with URL greater than 255 characters, API does not create attachment and simply rollback.
The following error was identified:
sqlerrm: ORA-06502: PL/SQL: numeric or value error: character string buffer too small
backtrace: ORA-06512: at "APPS.FND_WEBATTCH", line 837
