On : 12.2.3 version, Australian Payroll

ACTUAL BEHAVIOR
---------------
STSL is not getting calculated in the current FY (2019-2020) for retro earnings of previous FY (2018-2029)

EXPECTED BEHAVIOR
-----------------------
STSL should get calculated for retro earnings.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add the element Entries in previous FY (2018-2019)
2. Run QuickPay and see that HELP/TSL Deduction calculated
3. Delete the above QuickPay run
4. Run Quick Retro (Enhanced) with effective date as 07-Jul-2019
5. See that retro elements (LT12) are created in the current FY (period ending 07-Jul-2019)
6. Run QuickPay for period 2 2019 (07-Jul-2019)
7. STSL Deduction show zero in SOE
